**1.\__Discussion of Publication Policy**

a.\__  Feedback from funded groups (about two-thirds of polled PIs responded) was about 70% for proposed publication policy and 30% against proposed publication policy

b. SC voting members approved proposed publication policy

c. Manuscript tracker: make it less formal and provide more information, change language to reflect new purpose (no longer for manuscripts)

**Action Items**
  * Nils: test out moving policies to Zenodo or GitHub + Zenodo (by tomorrow)
  * Nils: ask OH to include reminder about policies requirements in agenda of each SC call
  * Nils: update language in manuscript tracker and find out about options for integration with DCIC portal
  * Nils: inform OH that wiki move broke the manuscript tracker templates
  * Lisa: find out if ENCODE included project summaries in their tracker in addition to the following fields:
      * Authors or Labs
      * Title
      * Anticipated/Actual Publication Date
      * Journal
      * Status (Pulldown menu)
      * Url\__
      * (doi or draft)
      * Consider for Coordination with Other Publications SPECIFY
      * Notes
      * Added on Portal

**2.\__Discussion of Data Release Policy**

a.\__discussed options for dealing with two tiered data release: technology development vs production

  * based on cell lines? Tier 1 cell lines vs rest?
  * based on funding mechanism?
  * general task for DCIC: clearly label data sets that have not been QCed using an agreed upon QC standard
  * new data types should always come with a description or guidelines defining how to analyze and interpret it (that would typically be part of the first publication describing the new data type)

b. How to determine what a new/emerging technology is?

  * discussed options for dealing with two tiered data release: technology development vs production
  * might need exemptions similar to exemptions provided in publication policy
  * could lead to issues with patenting of new technologies

c. At what point should data generated with new technologies be submitted to the DCIC?

  * Even data that cannot be QCed by DCIC data should be made available to consortium (that seemed to be the general opinion during the discussion at the annual meeting)

  * Nils: request input from Policy WG and SC on: "What defines technology development data?", "When should it be released?",\__
