1.\Publication Policy
Many are worried about providing full manuscript with all details at the time of submission to full consortium, but people may be happy to post pre-print, such as BioRxiv, instead of sharing just with the consortium.
It may be constrained by some journals not accepting manuscripts for which preprints have been shared
As the posting timeline of preprints on biorxiv is documented and since preprints are citable by DOI, consortium members may submit for sharing with assurance that their work will considered as a paper for all relevant purposes.
Findings that are relevant to our consortium need be shared early on.
To avoid overlap and foster collaboration, Lisa Chadwick proposes a strong recommendation or requirement to notify consortium of upcoming publications. Current language in policy is not sufficient.
Next Steps:
Leonid and Nils: Assess limitations of pre-print requirement on publishing for consortium members;
Add language regarding preprints to say: Posting of preprints on biorxiv (or comparable) is required upon initial submission to a journal with the understanding that the consortium acknowledges that manuscripts posted on bioRxiv are considered publications for all practical purposes; and
Clarify language in section “When to Share” to say that abstracts can also be short summaries/outlines and that the goal is to foster collaboration, not to have the final abstract with a summary of findings.
2.\Data release policy
* Nils notes two points to address with data release: when and to whom, consortium and the public?\
Lisa and John Satterlee created a draft release policy for the group to work off of.
Lisa provided comparisons of the policies of other consortia for the group to consider.
Lisa reminded the group that the consortium should be catalyzing research beyond the consortium, as early public data sharing will.
Next Steps:
Work on Data Release Policy draft offline\__within google doc and possibly convene a small meeting with key stakeholders if necessary so something may be shared before the annual meeting
