This page documents the process for development of the grant submission and review system for the Opportunity Pool of Funds.

Update May 15, 2017

This is a quick summary about the current TCPA status.

  • The total number of applications submitted was 91.
  • 56 not discussed application reviews were rolled out on April 12.
  • Over 35 discussed applications, 27 application reviews have been rolled out today May 15.
  • 8 applications remain at the end of the review process.

In more recent developments within our 4 DN Working Group, we have decided to change the format a bit:

  1. In the Phase I, or first level of review (Equivalent to a Mail review), the assigned reviewers will each provide/submit brief answers to questions in a critique template, and rate the applications by their level of enthusiasm as “High” “Medium” or “Low” for each of these applications. NIH Officials (Staff with oversight of the 4DN Program) will rank-order these applications based on the assessments, average levels of enthusiasm, and other Programmatic criteria, and prepare a subset of applications that will go forward to the second level of review.
  2. The second level of review will constitute a half-day web-based/teleconference editorial board-styled discussion to prioritize a subset of the above applications based on three criteria (To be determined), and using the same reviewers as in Phase I.
  3. It is also formally possible that we may not need ALL the Phase I reviewers to attend the “Second level of review”, based on the applications that are moved forward to that level. Selection will naturally be based on that set of applications.
  4. Reviewers will be paid a total honorarium of US$200.00
  5. We anticipate the Phase I or first level of review critiques to be submitted around the Middle of March (March 16-20th OR TBD)
  6. We anticipate the second level of review (half-day web-based/teleconference editorial board-styled discussion) to be April 3-7th OR TBD). Writing assignments will be distributed and Panel members will be asked to write brief Resumes and Summaries of Discussion for each of the discussed applications.
  1. The following review- related documents and capabilities will be/should be accessible at one convenient location at the OH-site that reviewers may be directed to. Documents noted below will be sent to you in the next few days:

  • Review guidance and procedure for the Phase I or first level of review (Will be sent to you)
  • Phase I Review critique template (Will be sent to you)
  • Phase I Review critique submission/uploading site (Should be available at OH site)
  • Phase II or second level of review: Review guidance and procedure (Will be sent to you)
  • Resumes and Summaries of Discussion uploading site for Phase II or second level of review (Should be available at OH site)
  • As discussed with you by Drs. Mietz and Chadwick, the OH will also have the capability send out (a) The Phase I Review critique assessments from three reviewers with the Reviewer information deleted, to the applicants whose applications did not move forward to the second stage (b) The Phase I Review critique assessments plus the respective Resumes and Summaries of Discussion of those applications that were discussed at the Phase II or second level of review meeting.
  • All review assessments and a roster of Reviewers will be released together at a time as determined by the NIH 4DN Working Group (TBD).

Review system

1. System design

The workflow of the 4DN eGrant systems is described in 4DN eGrant system workflow.pdf (11/15/2016).

1.1. Applicant view

Applicant are invited to register and submit a full proposal by email.

1.2. Reviewers

TCPA will use a 2-stage review. See 4DN TPA- Editorial Board review process.

1.2.1. The first-stage reviewers will provide comments without scores. See Stage-1 Critique Template.

1.2.2. The second-stage will be an editorial board review. These reviewers will have access to both the application and the stage-1 reviews. Scores will be given in this stage.

2. Website

2.1. The login page is at: https://4dn-awards.fluidreview.com. The login page will be used by applicants and reviewers to login. Applicants and reviewers are invited by email only.

According to the NIH-OH meeting (10/27/2016):

  • the workflow has been updated to allow all the 2 stage reviewers to score every application.
  • stage 2 reviewers will access the list of assignments to check the applications they have been assigned to and whether they are the DIS1 for them. Only the reviewer DIS1 will write down the Overall Critique Summary Statement.
  • stage 2 reviewers will access the summary of scores per application. Stage-2 reviewers will be given a deadline to score the applications, after that OH will fill in the summary.

3.4 4DN TCPA reviewers/reviewers assignment management (11/15/2016)

According to 4DN TPA- Editorial Board review process:

1. After submission is closed, OH will populate the reviewer assignment forms (stage 1 assignment form and stage 2 assignment form) by filling all applications (OH task).

2. NIH will select reviewers, by filling the reviewers list.

3. NIH will assign reviewers to applications, by filling the reviewer assignment forms (NIH task):

  • Up to 3 “stage-1 reviewers” will be assigned to each application.
  • Up to 3 “stage-2 reviewers” will be assigned to each application, with the specification of the DIS1 reviewer.

4. Testing

The system will be tested by NIH officers starting from 11/16/2016.

  • The start date to submit applications is December 17th, 2016.
  • The deadline for submissions is January 27th, 2017.
  • Reviewer invitations start date on 2/17/2017.
  • The deadline for Review Stage 1 is 3/20/2017.
